Summary: 8 February 2013, Brussels - Two years on from the beginning of the Arab Spring, the European Council today discussed the EU's response. While overall significant progress has been made in promoting democratic reforms many obstacles still need to be overcome in order for these transitions to be successfully consolidated.
The EU is fully resolved to engage in a mutually beneficial partnership, aimed at establishing an area of shared prosperity, closer political association and progressive economic integration, and based on adherence to universal values, such as democracy, respect for human rights, the rule of law, and gender equality.
