Sumario: 5 June 2012, New York - Statement on behalf of the European Union and its Member States by Mr. Joergen Lilje-Jensen, Chair of the COMAR Working Party of the Council of the European Union, at the Twenty-second Meeting of States Parties to the 1982 United Nations Convention on the Law of the Sea on Agenda item 14 c) "Draft budget proposals of the Tribunal for 2013-2014"
Madam President,
I have the honour to speak on behalf of the European Union and its Member States.
With regard to the draft budget proposals of the Tribunal for 2013-2014 the EU and its Member States believe that we have to strike a fair balance between two goals:
On the one hand we support the principle of zero nominal growth, a guideline that has become even more important as most EU Member States face increasing budgetary constraints at home.
On the other hand we have to take into account the evolutionary approach and the increased workload of the Tribunal - as impressively laid down in the SPLOS WP 1 - and are committed to assure the operability of the Tribunal.
Against this background we believe that the proposed increase in the budget for the next biennium should be limited to 500,000 euros instead of the proposed 1.5 million euros. This requires the Tribunal to make substantial efforts for savings.
More precisely we believe that the following cuts in budget lines of the draft proposal are adequate, other figures could be addressed, but below are the major ones:
Budget line 2.1 could be cut by 35,000 euros as we do not see a real need for a post upgrade.
In total, there is a substantial gap between the proposed budget and the past performance. For the future, we expect the Tribunal to give more comprehensive explanation as to the need to cover this gap.
As we support the hard work of the Tribunal, we are looking forward to discussing this matter further.
